Yes and yes, as far as I know.
Accessibility engineers have specifically told me so as to the Accessibility
API.
And my Event Taps Testbench application certainly responds to events
generated within itself. In fact, that's why it contains a number of
prominent warnings that you may have to restart your computer using the
power switch if you set up certain kinds of tests.
For example, launch Event Taps Testbench and set it to block all
left-mouse-down events within Event Taps Testbench. You'll immediately
discovery that you can't click any UI elements within Event Taps Testbench,
so you can't quit it. (Pressing Command-W will close its window and thus
quit it, however.)
