In that sense, we could code the back end with Cocoa as well--the dilemma,
at least from a blindness perspective, is that there is no documented way to
accessibly code the front end, and even writing the front end directly in
code makes it a chore if it ever came time for i18n.

YOu could use CammelBones to code the back end in Perl, and Then
handmake Coco App frontends with Coco.
