The AXLayoutChanged notification is used to notify the AX client when an app's UI has changed. Currently, not many apps use it. You can find an example of it in Keynote, when giving a presentation with VoiceOver on.
For the hidden UI actions and announcement notification, the best way to test them is to make your own sample app and use the code from the WWDC 2013 slides.
