Ted, You can verify if the problem is a result of AXEnhancedUserInterface by trying to toggle this attribute independent of VoiceOver. Use Accessibility Inspector to toggle this attribute instead.

Do you have any advice on where to look for solutions when a program hangs after VoiceOver is enabled? This also has trouble with ZoomText, so I don’t think it is a VoiceOver issue.
