API to stop say all early?

Hello all,
I noticed that the iOS9 News app includes an interesting feature. If you do a say all with VoiceOver (two finger swipe down) in an article, the article is read. When VoiceOver reaches the end of the actual article, it stops, even though there's still text on the screen that a say all in another app would read. Is this functionality available to anyone, or is it like the loading clicks in Safari--a private API that Apple hasn't yet opened up? It seems like a lot of apps could benefit from this, stopping VoiceOver from reading tabs, buttons, or other things the user doesn't care to hear when they're just reading the main content of the screen with the say all command.
