Are you possibly triggering speak screen in this case? Speak screen even when used by VoiceOver should only speak "content" on the screen which sounds like what you want

When VoiceOver reaches the end of the actual article, it stops, even though there's still text on the screen that a say all in another app would read. Is this functionality available to anyone, or is it like the loading clicks in Safari--a private API that Apple hasn't yet opened up? It seems like a lot of apps could benefit from this, stopping VoiceOver from reading tabs, buttons, or other things the user doesn't care to hear when they're just reading the main content of the screen with the say all command.
