Interacting is the key here. I've seen this problem off and on in previous
releases, and every time, interacting with the editor fixes it. I know it's yet
one more interaction, but it works. Side note: if arrows don't move you even
after interacting, try vo-up or vo-down once just to get things started, or
cmd-tab away from and then back to Xcode.
