Because it involves a considerable amount of work on the developers' part,
and the PhotoShop team seem to have other priorities.

And, I suspect, because although we all grumble about it, not enough of us
bother to go the Adobe web site requests section and actually ask for it.

You can run actions and open and close files, but that's about it.
