Removing applet menus without OSAX?

Is there a way to remove/manipulate applet menus?
I want to remove the "Edit" menu and from the "File" menu i want to remove
the "Activate startup dialog", in the Apple menu the "About Script
applications"...

Is this possible without an OSAX? Is it possible with Res Edit?
