Well, this works for me with my own configuration

I had the same problem. I thought more parts of NSS were broken, especially because the "disconnect" script command worked properly even when this error existed for "connect". I thought I had gone through and set up RA properly. But since Nigel says it works for him, I decided to have another look. There's something slightly buggy here but I finally made it work.

Here's the synopsis: 1) You must use a name other than "default" when setting up a location configuration, or any sub-configuration of one, and I'm now quite sure that this issue is the cause of the "Some parameter missing" error. 2) I _had setup_ a Modem location, with the name of my ISP, and I _had deleted_ the "default" location. 3) I _had_ set up RA with the proper Modem location, and _I am pretty sure_ I did the repeated "apply" and "save" steps. 4: Nevertheless, even though there was no longer any "default" modem location in existence, when I went back to check RA locations through the Location Manager, I got an error "Remote access is using the default Modem location" which locks you out from editing RA from within the Location Manager. So I _had_ missed something.

When I finally worked my way out of this error within the Location Manager, then NSS worked for connecting.
