I stand corrected (thanks to Paul Berkowitz):

GetWindowInfo -1

This comes to me as a big fat DUH! I knew -1 worked with OpenURL to load the designated address into the front window; somehow I'd failed to try it with GetWindowInfo.

You still have to trap for the possibility of no windows being open, because GetWindowInfo will throw an error.
