I think what you are looking for is some kind of scriptable screen saver.
It could be set to "dim the screen to 10%" or something...and just tell
the finder to start running it. There are lots of those around. Try
www.download.com, and look in screensavers.
Or, if black is OK, you could incorporate something into your script that
has displays a graphic that is only one black pixel, filling the screen,
using [your graphic application of choice] and it would be displayed until
the trigger gets pulled: your hot folder.

I don't quite understand. If it's just a need to display pictures on
screen, photoshop is a bit overkill, IMHO. (Unless you're doing some kind
of touchy color correction....)
Why not use something like JPEGView or Graphic Converter?
Again...set the preferences before you start the application, and it
should work out for you.
