If you recall, OS 9.1 was first released with AS 1.5.5. AS 1.6 appeared
first on OS 10, which also installed it into OS 9 on the same machine. Very
shortly thereafter, AS 1.6 became available through Software Update for any
OS 9.x.
I imagine something similar is planned for the next version of AS. They must
be working full time trying to get it ready for OS 10.1, and when it is,
much of it will make its way into an AS update for OS 9.x and/or an OS
9.2.2, or whatever the final final is to be.
But generally speaking from that point on, I'd suspect development to be
just for OS X. A year from now, there shouldn't be many times that OS X
users will even need to dip into Classic. I'm sure they'll keep Classic
around for a while longer, but add nothing to it except compatibility
upgrades when OS 10 itself gets updated.
