Your script looks fine, it should work. Make sure you only have one
action named Thumbnail and also make sure you are referencing an action
and not a folder containing the appropriate action. Are there any
preconditions that the PhotoShop action is looking for? (ie. an open
document)
Try compiling and running the same script from Apple's Script Editor --

an basic action installed by Photoshop in the "All actions" or the
"Default Actions" folders.

The message returned by Smile/ScriptEditor is
"A script can't go after this identifier"
What is also weird, is that the "do script" is not in the Photoshop
AppleScript dictionary...
