Answering my own question:

You can edit the 'SIZE' resource of a droplet to set the 'is stationery
aware' flag. This will cause the finder to not make a copy of the
stationery before sending the open event.

Curiously, It seems that there is a bug in the Finder here, too: when
dragging more than one file to the droplet, a copy is only made of the first
file in the list ( if the stationery aware bit is not set, that is ).
