I would like an applescript to automatically set the volume of a computer and start a preinserted CD at a
given time or frequency.

I know of only two oxen (scripting additions) for controlling a CD. One is AudioCDgh. The other is GTQ scripting library. I have used the former and not the latter. The former has a minor (non fatal) bug.

The free version of SoundJam is scriptable, and can play CDs, but I have not tried writing any scripts for it.

I am still a rookie, but my very first AppleScript project a few years back was writing scripts to control the AppleCD Audio Player via FileMaker Pro. They simply issue the basic commands (start/stop/next/etc).

I'm not experienced enough to offer a complete solution for "a background music system" but if you detail a bit what you want to do perhaps the list members can steer you a bit better.
