Have you tried Photo Mechanic? It's not scriptable, but you can batch
process the IPTC fields. Both Mac and Windows.
Also how about setting up an Action in Photoshop and either batch processing
or using a script (do script)?
I don't about the licensing issue, but Photoscripter goes right through this
stuff easily...
