Do you have Multiple Users enabled?
Under OS 9.1, if you have Multiple Users enabled, the Startup Disk control
panel is protected from being tampered with by unauthorised users - just
like under Mac OS X PB.

With Multiple Users turned on, it is no longer possible for users other
than the owner to have access to the Startup Disk control panel (r.
2496511).
I haven't installed OS 9.1 yet myself, but I assume this means you need to
have your script switch to user "owner" first.
