Short answer - not likely. Apple Events are proprietary Apple
technology. AFAIK, there is no direct analog for Windows.
Since you infer that the Mac is a server, if the Windows machine can see
it in some fashion then you could write a shutdown file somewhere that a
stay-open script could be watching for. Examples might be AppleShare
server with Windows services running, or OS X with Samba enabled.
Conversely, if the Mac server could check the Windows machine (via DAVE,
FTP, etc.) for a file then this could be the semaphore for it to kick
off a shutdown script. About the only other thing I can think of would
be a proprietary application which would watch for a TCP/IP stream to
come across to signal execution.
P.S. "MAC" stands for "Media Access Control", whereas "Mac" is short for
"Macintosh".
