This sounds like it might be the "empty Dialects folder in your Scripting Additions folder" bug. It manifests with CarbonLib 1.3.1.

Remove the folder if this is the problem.

Thank you! This was it.

Removing the empty Dialects folder restored Scripter so it launches again, and enabled Script Editor and Scripter to read my trivial script again.

I am indeed using CarbonLib 1.3.1;
Wow, what a sneaky pitfall.
