Jolly,

I don't know if this will help you any but this is a list of all the
characters with their hex equivalent as well as their entity equivalent.

As you can see it is an iso standard.

As for why this is the way it is, has to do with the way in which special
characters are transported across the internet. In an URL, there is no
rendering browser to help out for special character recognition unlike
entities which are rendered by the browser based on a common standard.

And given that MAcintosh has a different ASCII table for extended characters
from UNIX or even Windows a standard hex interpretation of a character was
required for processing by the other two platforms.
