Folder Actions

I need some help with regards to Folder Actions and why they can be flakey.

I use Folder Actions on a number of systems with varying degrees of success.
On our main web server, Folder Actions have been running solidly for 6
months or so. Folder Actions just work as I'd expect them to.

On my PowerBook, Folder Actions usually work fine but sometimes, with no
apparent consistency, Folder Actions just do not work.

The worst case though is on a client's machine. Folder Actions work fine,
then pack in. He re-installs the system and everything's OK for a day or two
and then they pack in again. Currently, he's getting an error "-1728" from
the Folder Actions.

To be clear about this, no changes happen to the basic AppleScripts between
times. One day a (Folder Actions) script works fine, the next day it
doesn't. There's obviously some system/Scripting Addition voodoo going on
which I just cannot fathom.

So, some specific questions:

1) What is error -1728?

2) What methodology can one use to debug Folder Actions? How can I mimic a
Folder Actions event?

3) Occasionally I see errors from the Folder Actions Server. What is the
Folder Actions Server?

4) In what form does the Folder Actions pass on the file path reference? Is
it file "file name" of folder "folder name" of application "Finder"?

And more generally, what can cause the Folder Actions Scripting Addition to
be so flakey? Is it inherently unstable or is there something obvious I'm
overlooking?
