Compile a string?

Is there a way to compile strings using AS under OS9.x?

I looked at Smile, but could only get it to open text files in text
windows.

Tried the ScriptIt osax but it doesn't seem to be it either.

Presume Scripter &/or Script Debugger would, but am looking for a free
solution if such a thing exists.

Failing that, my limited understanding indicates that it might be
relatively simple to create an osax or fba to make the call. Is this a
reasonable assumption?
