Aargh! I see you and I differ greatly. My main 9.1 startup currently has
35 items in the Scripting Additions folder (and a quick look says it's
pruning time again: I often get it down to Apple's plus Jon's Commands, or
just Apple's). (I put one in to try to answer a mailing list question and
forget to take it out again...that's mainly how they build up.)

[Paul counted commands and I counted files, so the difference is smaller
than it appears.]

My main user of Mac OS X has
3 in /System/Library/Scripting Additions (these "belong to" Apple)
0 in /Library/Scripting Additions (my system-wide playground)
0 in /Users/.../Library/Scripting Additions (the other accounts on the
machine have as many)
(and I'm not networking, so I'm not finding anything in that tree).

To be fair, I have two Scripting-related components in
/Library/Components
(you, Paul, have the same two plus perhaps others),
and the usual scripting-related ones in
/System/Library/Components
