controlling remote applications using TCP/IP Addressing

I currently have a filemaker database that adds users to Webstar, and it
works fine on one machine...I want to use the same script but send the
command from one machine running filemaker to another using Webstar,
using the new commands as follows:

tell application webstar of machine "eppc://ipaddress here"
add user "user" password "password" realm "realm"
end tell

When I do this in script editor (I want to test it before using
filemaker etc), it freezes applescript or the machine itself...or comes
back as error -919...anyone shed any light on this?, or can suggest
where I might be going wrong?...I'm using system software 9.1 freshly
installed on a G4 mac
