I want to take a pre drawn graphic that does not change and duplicate it
multiple times on a page for as many pages needed to get 20,000 instances of
this graphic. While I'm doing this, I need to place a different name
overlaying each graphic.

What would be the best program to script this?

What do you want to do with each page, print it?

You could just use mail merge in AppleWorks or similar, with the merge text on top of the graphic. Alternatively, AppleWorks is also scriptable.
