File and folder attributes

Two questions here:

1) I'm trying to put a script together to do some operations with files dropped (over the network) into a "hot" folder using an attached script with the "on adding folder items" handler. The question here is: how can I have the script wait until the file is not in use anymore (it is done copying). Right now it checks for changes in size every 5 seconds, but I think this is not very elegant.

2) Is there any way to make a folder unmovable and having the name locked (like sharing does) but without having file sharing enabled and without making it a system folder?
