OS X v Classic v Scripting Additions

I am confused about something which probably has a simple, direct answer. And, I apologize in advance if it has been asked before:

What combination of mode (if that's the right term for OS X v. Classic) and scripting additions works?

Can I develop a script in OS X script editor using classic scripting additions to communicate with both classic and OS X apps? What are the guidelines for this?
