The SA folder was in Extensions folder pre OS-8.5 (or maybe pre 8.1). You're
reading very old documentation. Leave the Scripting Additions folder in
System folder. There aren't even any old osaxen any more which need the
Extensions folder SA, I don't think (there was a short transition period
where people might have needed both). It is confusing when all that old
documentation is still floating about,

Check the AppleScript SourceBook at
<http://www.AppleScriptSourcebook.com/index.html> for changes to AppleScript
over various versions.
