The tricky bit is that there's more than one scripting additions
folder. (This is actually a feature, but it tends to throw people for a
loop at first.) In fact, there are three:
/System/Library/ScriptingAdditions
the system-installed stuff. You shouldn't mess with this one.
/Library/ScriptingAdditions
machine-global additions available to all users. You have to
be an administrative user to change this one.
~/Library/ScriptingAdditions (~ means your home directory)
your personal scripting additions. Because it's in your home,
you can always change this folder.
(Technically, there's a fourth -- /Network/ScriptingAdditions -- but you
have to be on a NetInfo network to get it.)
If your normal login isn't an administrator, then either you (or your
admin) had a good reason for making it that way, or you should upgrade
yourself in the Users control panel. In either case, you can always
install additions in your personal Library folder.
