Installing Scripting Additions on OS X

I've been toodling with OS X recently, and I was not able to install OSAXen
into OS X's ScriptingAdditions folder.

So today I found this:

- Log into your MacOS X administrator's account.
- Create a folder named ScriptingAdditions in the Library folder
of your MacOS X startup disk if one does not already exist.
- Copy the Example.osax into the /Library/ScriptingAdditions folder.

In the absence of an OS X Machine at the moment, can anyone suggest an
easier way to install, or even better, can such a task be scripted?

To be frank, I'd like to make an AppleScript installer to install items in
the ScriptingAdditions folder.
