Applescriptable Property List editor?

I want to come up with a neat way to edit the rules plist (property list) for Mail (Built in 10.1 Mail).
There's some XML applescript tools but just not the right example to get me going.
I want to pull in Rules (Filters) from Eudora and generate (Rules) for Mail.
Any thoughts on this?
