I got a friend of mine to develop just such an app because of a situation I once had where shutdown would sometimes fail because some background process refused to quit. I can't remember the details, but the apps are still available.

There are two apps, Shutdown! and Restart!, PPC only, which do what you might expect, most significantly bypassing the 'are you sure' dialog box. This means that they should not be used casually, only for emergency purposes, because unsaved data will *definitely* be lost when you run them.
Putting either app in the startup items folder of someone else's Mac is a particularly cruel trick. Please be responsible.
Neither are scriptable as such, but you can tell them to activate and that should be enough.
Just don't expect your script to finish afterwards.
