All that responded suggestted that it had something to do with an OSX
foreign language file or the OSX vers of Script Editor being called.
Oddly if I do a search for Script Editor only OS9 versions appear! (I've
never run OSX does it have a new name with same creator type or something)
Thanks to all who responded, I'm glad this is neither an extension
conflict or virus.

I just recently rebuilt the desktop from classic - so I don't see this as
a solution (the rebuild may have actually caused it) YMMV since both
flavor OS's exist on my boot drive. (For me at least It's way too time
consuming for a regularly need fix anyway - i've got over 100GB's on
board)

I'm not positive exactly which characters but there were a ton of
accented e's...
the problem stops as soon as I quit out of all?/some? programs At the
moment scripts in List view look ok, but list views (which show kind, not
type) seem ok.
Interestingly, even the menus in Scripter go bonkers...
In any event, I'd really be interested in knowing how you fixed this. I
fear one day, some important file will be renamed with gobbledygook.
