/Users/you/Library/Scripting Additions

is the right place for a Mac OS X Scripting Addition you want only you to
be able to use on your machine (I don't have any there, so that assertion
isn't tested here). You should be able to put a new version of an Addition
here temporarily to check out for yourself without disturbing other users
who use the older one in the directories mentioned next. [At least, once a
Mac OS X Scripting Addition gets a newer version.]

/Library/ScriptingAdditions

is the right place for a Scripting Addition you want any user to be able to
use.

(And for some folks /Network/Library/ScriptingAdditions is also available
and useful.)

BUT...only Scripting Additions built for Mac OS X work in Mac OS X in those
locations. The old ones don't. And note that I've "left a space out of
the name." So did Apple...the folder names are "ScriptingAdditions" not
"Scripting Additions".
