Just run it from a schedule in OE with the two occurrences "At Startup" and
"On Quit". Simple.

Run it from an Outgoing Rule.

Both Rules and Schedules are in the Tools menu. There's lots of information
on them in the online Help. You may need to get to know OE a little better.
