In fact, I wish I had a very flexible way to format HTML text.

This is a little late, but how about BBedit (
http://www.barebones.com )? I
believe that the light versions is still free and the full version costs
about $100. This is the best text editor I have ever used and I have not
even scratched the surface. It is completely scriptable as well.
It automatically color codes HTML, Javascript, and other languages.
If you are trying to change the way that the text appears *on* a web page,
how about using Cascading Style Sheets (CSS)?
Hope this helps, and I have no affiliation with BareBones except as a
customer.
