Alternately, if you already have an anchored picture box some where in the
document (or any open document for that matter), you can just tell Quark to
duplicate it to the location you want.

I often set up Quark templates with a story with an anchored picture box
somewhere on the pasteboard. My script duplicates the picture box as needed, and
deletes the story with the anchored box at the end.

You can also use any open document as the source reference for the duplicate
command, so you don't have to polute your templates.
