I assume you are talking about OSX, Sven.

There is no shutdown (or log out) items folder in OS X because Apple's
research indicated that since the introduction of a shutdown items folder
into the Mac OS, only 0.00000017 per cent of Mac Users have ever put
anything in it.

You will need to make a script that does what you want, and then logs
out/shuts down/restarts for you.
