This is one of the coolest things about OS X for many people.
You can use traditional command line compilation, or Project
Builder/Interface Builder. Simply sign up for an online developer
account at:
http://developer.apple.com/
to be able to download (~230 Megs) a recent version of the Developer
Tools.
AppleScript Studio (a Project Builder module) is a blast!
In fact, you should already have the development tools, though not
necessarily installed -- they're on one of the CDs in every Mac OS X
box, and are included as a disk image on every machine shipped these
days.
Signing up as a developer is still a pretty good idea, since you'll get
notification of and access to new versions, and you'll be able to file
bugs/requests, but it's not required.
