under OS9 you can script disk copy to create a Self Mounting Image (.smi
file, this feature unfortunately does not have any interface). I'm sure
then that you can probably burn that image and have whatever file that
was supposed to open on your disk image to open on the CD.
Then to build your interface, you can use AppleScript studio or provide
successive dialog in plain applescript.
