A couple things come to mind:

First and foremost, Paul's suggestion of copying the
application (or installing the application flat out) on
your mac, so you can access the dictionary. If necessary,
boot your machine into OS 9.2.2 if compatibility is an
issue...

A side rant: are both machines running the same version of
AppleScript?

Second idea: compile the AS script directly on the target
machine, rather than on your machine (if the units are
geographically separated, walk a user through compiling
over the phone), and then either: (a) save it as an
application, which can be then be triggered remotely via
filesharing with application sharing enabled, or (b) use
the 'load script' command to access it.

Finally, what application is it that you are having problems
with?
