I seemed to have the same problem with a number of units
(both my own and those at client sites), specifically those
set at desktop level where the sound path isn't shielded.
After close examination and tinkering, I found that the
source of the noise was primarily the tray upon which the
hard drive(s) sit vibrating at their connection to the
bottom of the case (the tabs fit into sockets with just
enough space to permit vibration). A bit of foam tape on
the tabs themselves seemed to quiet down most of the units,
and placing a rolled up dinner napkin along the left edge
(as you face the unit), so as to dampen the bottom left of
the case but not block the air holes, killed just about the
rest.

So, to answer your question: yes, many are quite noisy, but
the noise isn't specifically the exhaust fan in any case
I've found...
