Plotting question

Greetings,

I was wondering if anyone could kindly proffer some advice:

I have a database of historical information for a city, including spatial points.
I have a series of base maps in vector format.

What I'm trying to do is to get points and text fields from the database and display them on the map at the associated spatial points. I like the text to be subsequently editable, so that if I decide a label needs to be moved slightly it can be.

I can more or less do this through applescript by converting the vector format to tiff and then using something the Corel Photo Paint 8 text objects. However, this freezes the background map in terms of easy subsequent editing.

Has anyone got any ideas about achieving the same result but keeping the base map in vector format.
