That's actually a policy issue. I've asked about that before on other
apple lists, and Chuq (who has been the admin of list.apple.com, I'm not
sure what's up now) doesn't like doing that. It's a bit of a religious
thing. I agree with you completely, but AFAICT, Chuq is still living in
a world where all technical lists function like Mac-Mgrs (all replies
are supposed to go to the OP, and summaries posted, no discussion is
considered acceptable), even though most of them clearly do not.
So all apple lists use the OP as reply-To: instead of the list.
It's certainly true that client software can be made to handle this,
though I know of none that does (one of these days I'll be writing my
own email and usenet client that actually does all the things such
clients "should" do).

I find the bit stripping fairly annoying myself, but the problem is
clearly not as simple as you think. lists.apple.com runs 50-100 mailing
lists, many fairly high traffic (like this one). Automatic web-based
(and password based) administration is considered critical (and I
understand why), and presumably Apple couldn't spare the time to develop
that on their own.
Thing is, the bit stripping doesn't pose a real problem all that often,
so I get used to it, and I understand why fixing it has been put off for
so long.
That said, I'd definitely agree that it's a bug needing to be fixed,
probably the single largest problem I have with Apple lists.
