Help with Example CGI

I found the link to Apple's web page on making an Applescript CGI,

http://www.apple.com/applescript/AScript_CGI/

but the example doesn't seem to work. The applet "test.cgi" executes when I submit the form but what is returned to the browser is a short meaningless string, "% -2% -$" instead of html.

The principal routine, "on handle CGI request" doesn't seem to be executing. I quit the applet, inserted "beep 3" with Script Editor v1.6 and recompiled, then submitted the form again, but it didn't beep.

Any suggestions what I could look for?
