If you script an hour a day or more (I'd guess most of the folks on this
list do), it's so worth it that you should go buy it right now no matter
what you think your price range is, unless you simply don't have the
money at all.

If not, use Smile. It lacks some features of Script Debugger that I
really love (like what Chris N. describes here), which is why I sprung
for SD, but is extremely full featured for a free tool, much easier to
work with than SE (plus it doesn't barf on long scripts). It's also got
a similar design philosophy with 90% of it's work done by sending apple
events to itself, so nearly every function is both scriptable and
attachable (This is also true of SD). So

I definitely agree with others here that Apple should put their AS
efforts into smooth and comprehensible scriptability of various apps,
and bug fixes or enhancements to the language implementation itself,
rather than into improving Script Editor. As long as SE is usable, it's
sufficientk, when we have such excellent third party options available.

Third parties can't (at least not easily or portably) improve the base
implementation, or the scriptability of apple apps and system functions
-- only Apple can do that, and that's where they should be spending
their money and time because there's still plenty of work to do there.
