I just received Jaguar and before I start installing, I want to know if I need to install all of the languages that come with it. If I plan to distribute scripts, or AppleScript Studio apps, to a worldwide audience, do I need all of the languages installed to make it happen, even if I don't plan to translate them?

I don't believe so, no. If I remember right, the various language packages just install localized data for all the system-installed applications, so they could display all their UI in (for example) French. The basic language support is installed regardless. (Except for the Asian fonts, which are optional.)
