There are a few ways to quickly change OS X users names, but as far as
I know they aren't scriptable.
Within HDname->Applications->Utilities->NetInfo Manager
you obtain the rights (if signed in as the root) to create new users,
duplicate users, and rename existing users. Once you've mastered the
program aspects to how to do it, it takes about 15 seconds to rename a
user account, and about the same to duplicate one. But it can be a
scary program because of all it's power (and ability to totally screw
things up), and difficult to master because of a lack of documentation
(use the help system!).
A second option: If you keep the user preferences & default directory
on a central server, then they float with each user and it becomes a
moot point (let the network administrator handle the set-up for new
staff entering and leaving). Then you don't hassle with the issues at
the local machines at all.
A third option: if the preferences in general are shared (i.e. - set
identically) for the users (especially application preferences), place
those preferences in the shared preferences folder instead of into the
user's individual user preference folder. This is especially useful if
you have standardized preferences for layout and custom dictionaries,
etc.
Finally, if you are comfortable at the command line (or have an tech on
staff who is), they can do the process from the unix command line
fairly quickly as well, given root user rights.
