That's one fix among about 50. You can see the release notes at

Note that the pre-release software on the Developer Tools December 2000
release (also available on the Web) is a superset of 10.2.3; the pre-release
version of System Events has the 10.2.3 fixes and can be used on any version
of Mac OS X from 10.2 through 10.2.3.
